(Sorry, couldn't resist) but yeah, It was probably because it was a new release, nothing more. That isn't to say klonoa being in Smash is impossible- just near-impossible. Like, he has a better shot than, say, Goku. or Shadow, maybe. And like you said, there's a lot of people who love and support Klonoa...there were so many Miiverse pictures asking for Klonoa in Smash, it was crazy. Heck, it's not just Miiverse- anytime someone put up a poll, or asked people's opinions on which Namco character should be in Smash, it seemed like Klonoa was one of the most wanted, usually second only to Lloyd Irving.
Also relevant: the extent to which some people want Klonoa in Smash-
